Values-Based Strategic Planning An Approach to Planning with the Whole System
There is a slow and growing movement toward planning based on establishing and promoting the organization's Value Base. We've seen it over the past 5 years and believe it is truly the focus of planning for the future. DLCG is in the forefront of this movement with the Values-Based Strategic Planning (V-BSP) Model. With this model we have developed an entire series of techniques that tie the most important element of an organization to it's planning - our values.

The Whole-Systems Development Planning Event is a 4 to 5 day off-site with key planning leaders. The process begins with a detailed pre-planning effort to align and schedule data collection and interviews. The Strategic Planning team kicks off with an examination of the Current Reality as a prelude to documenting the Operating Philosophy. With the issues known and the desired operating philosophy written we move to Integration Analysis where we identify the shortfalls in how we've operated. Transformation Analysis examines the results of the integration analysis from a different perspective, what we call Value Coding. Impact analysis is the conclusion of the Gap Analysis process that leads to Strategy Development and the selection of goals and actions for the organization. We use a SMART Goal approach that includes dealing with obstacles, and identifying success measures for each goal.
The process and techniques developed to engage a staff in this type of Strategic Planning are highly interactive. Throughout much of the planning small groups cluster around walls of data discussing the meaning, value, and implications of issues while identifying potential actions and their implications on the purpose, mission, and values that make up the organizations operating philosophy.
