Partnering
About 20 years ago the U.S. Army Corps
of Engineers created partnering as a way to overcome a mentality of projects
that included a significant amount of costly litigation. Litigation is an
unplanned, and unknowable, cost to all parties of a project. For the owner it
can double the cost of a project that already costs millions of dollars and for
the General or sub- Contractor, it eats your profits. The desire was to create
conditions and attitudes where small problems, dealt with early and at the
lowest possible level, cost less and don't lead to bigger problems, thereby
eliminating the need for litigation.
Partnering is an approach used by two
or more organizations that want to work together in a more collaborative and
productive manner. The partnering philosophy places the emphasis on the
relationship among the organizations and specifically the people in them. It
helps to improve clarity of communications, roles and goals along with a
structure for finding/solving problems and obtaining feedback on partnering and
project performance. It “legalizes” and legitimizes common sense.
Major Elements of Partnering include
Teambuilding, cooperation and collaboration through a mutual vision, common
goals, value base guiding principles, issue resolution process, follow-up
evaluation & feedback process, and celebration.

Project Partnering
Partnering is a project focused
voluntary commitment between two or more parties to a process for achieving
specific project objectives by maximizing the effectiveness of each
participant’s resources. It is not a form of partnership, rather it is a way of
treating one another, making decisions and, and resolving issues around a
contract and mutual goals. It is structured common sense, communication and good
management. It is mostly used as part of project management in enlightened
organizations in the Information Technology (IT) and Construction Industries as
well as in Supply Chain situations.

Enterprise Partnering
This type of Partnering is similar
project partnering, except the participants are representatives from all the
relevant organizations within a company or agency who want to improve their
internal relationships and effectiveness. This is a way of making quantum
improvements in internal communications. Tools may vary slightly as will
emphasis on the major elements of partnering.

Services
On of the greatest issues with the
success of Partnering is keeping the partners focused on using the tools and
techniques and improving the way they work together. Because of this DLCG offers
ongoing Partnering Coordination Services for our clients. On some larger
projects we assign a coordinator to conduct monthly Partnering assessments,
present reports, track issues, plan workshops, establish the agendas, document
the results, coordinate with workshop facilitators or act as the workshop
facilitator.
